Area II, formed in 1978 as a nine-county joint powers organization, working collaboratively to alleviate the recurrent flood problems which plague this area of southwestern Minnesota.
This organization is recognized as a leader in flood damage reduction by the installation of dams/reservoirs and road retentions.
Area II assists the member counties in the engineering design, hydrologic and hydraulic modeling, construction, and finance of flood control projects. Assistance has also involved water management endeavors, river monitoring, and lake and wetland restoration projects.
Due to the unique land forms of this area, particularly the Coteau de Prairies (otherwise know as the Buffalo Ridge), Area II receives a cost-share rate of 75% state funding and 25% local funding for the office administration and project implementation. Oversight of this grant-in-aid program is provided by the Minnesota Board of Water & Soil Resources.

* The Redwood River One Watershed, One Plan Partnership (Partnership) is initiating a comprehensive watershed management plan for the Redwood River watershed. This Partnership was created through a Memorandum of Agreement between the counties of Lincoln, Lyon, Murray, Pipestone and Redwood; the Soil and Water Conservation Districts of Lincoln, Lyon, Pipestone and Redwood; Area II Minnesota River Basin Projects; Redwood-Cottonwood Rivers Control Area, and the cities of Ghent, Marshall, and Redwood Falls to create a watershed-based comprehensive plan under the Minnesota Board of Water and Soil Resources One Watershed, One Plan Program. The program transforms local water planning from county-based to watershed-based management planning. You have been identified as a stakeholder in the planning area which consists of parts of Lincoln, Lyon, Murray, Pipestone, Redwood, and Yellow Medicine counties (see map below). As a stakeholder, you are invited to submit within 60 days any priority water management issues that the planning process and resulting management plan should address. Public information kick-off meetings will be held June 25 in Lake Benton, and on June 26 in Marshall and Redwood Falls. Information will be distributed when meeting plans are finalized. We are also inviting stakeholders to participate on the Advisory Committee for this planning project. This committee advises the Policy Committee (comprised of county commissioners, SWCD supervisors, Area II and RCRCA Boards members, and city officials) and will meet 3-4 times throughout the planning process (Summer 2024 through Summer 2025). The Advisory Committee will have representation from the stakeholders, such as plan review authorities (BWSR, DNR, MPCA, MDA, MDH), local governments, agriculture and producer groups, conservation and environmental organizations, and urban, rural, and tribal interests to ensure that all who depend upon our water resources are represented.
