REDWOOD RIVER ONE WATERSHED ONE PLAN
The Redwood River Comprehensive Watershed Management Plan began in April 2024 with planning grant funds awarded by BWSR, through the One Watershed One Plan program, in late February of 2024. Grant Administration/Coordination and Fiscal Management is being provided by the Redwood-Cottonwood Rivers Control Area.
The counties of Lyon, Lincoln, Murray, Pipestone and Redwood; the SWCDS of Lyon, Lincoln, Pipestone and Redwood; Area II MN River Basin Projects, RCRCA, and the Cities of Ghent, Marshall and Redwood Falls comprise the 14 members of this Memorandum of Agreement (link). Murray SWCD, Yellow Medicine County and Yellow Medicine SWCD have opted out of the planning due to having <5% of their areas within the watershed boundary. The Policy Committee (see below) meets the 2nd Monday of the month at 1:00 PM at the Lyon County Government Center. Information pertaining to the Policy Committee can be found below.
As the effort evolves, we will be establishing an Advisory Committee. If you would like to serve on either committee, please contact Kerry Netzke at 507-532-1325.
Information is available below for the Policy Committee, its membership, minutes and other pertinent information regarding the Redwo0d River One Watershed, One Plan.
POLICY COMMITTEE
The Policy Committee is comprised of 14 members; one appointed member for each partnering entity. The committee meets the 2ndMonday of each month at 1:00 PM at the Lyon County Government Center.
Houston Engineering, Inc. was selected to provide consultant services to draft the Plan document and guide the partners through the process to prioritize subwatersheds and target best management practices and activities that will provide measurable results. The anticipated timeline for planning can be found here, with Plan approval by BWSR tentatively slated for February 2026 and local adoption by the members by June 2026.
The Redwood River One Watershed, One Plan Partnership (Partnership) is initiating a comprehensive watershed management plan for the Redwood River watershed. This Partnership was created through a Memorandum of Agreement between the counties of Lincoln, Lyon, Murray, Pipestone and Redwood; the Soil and Water Conservation Districts of Lincoln, Lyon, Pipestone and Redwood; Area II Minnesota River Basin Projects; Redwood-Cottonwood Rivers Control Area, and the cities of Ghent, Marshall, and Redwood Falls to create a watershed-based comprehensive plan under the Minnesota Board of Water and Soil Resources One Watershed, One Plan Program. The program transforms local water planning from county-based to watershed-based management planning. You have been identified as a stakeholder in the planning area which consists of parts of Lincoln, Lyon, Murray, Pipestone, Redwood, and Yellow Medicine counties (see map below). As a stakeholder, you are invited to submit within 60 days any priority water management issues that the planning process and resulting management plan should address. Please submit your responses electronically to Kerry Netzke at kerry.netzke@rcrca.com or mail to RCRCA, 1424 East College Drive, Suite 300, Marshall, MN 56258 by 4:30 PM on June 14, 2024.
Public information kick-off meetings will be held June 25 in Lake Benton, and on June 26 in Marshall and Redwood Falls. Information will be distributed when meeting plans are finalized. We are also inviting stakeholders to participate on the Advisory Committee for this planning project. This committee advises the Policy Committee (comprised of county commissioners, SWCD supervisors, Area II and RCRCA Boards members, and city officials) and will meet 3-4 times throughout the planning process (Summer 2024 through Summer 2025). The Advisory Committee will have representation from the stakeholders, such as plan review authorities (BWSR, DNR, MPCA, MDA, MDH), local governments, agriculture and producer groups, conservation and environmental organizations, and urban, rural, and tribal interests to ensure that all who depend upon our water resources are represented. If you would like to participate on the Advisory Committee, or have questions about this effort, please contact Kerry Netzke at:
