Area II requested an increase to the FY2024 & FY2025 biennial appropriation from the State of Minnesota which was approved for $190,000/year. The appropriation is supplemented with $92,000 from the nine-county membership for administration of the joint powers organization.
A $1.5 million appropriation was sought from the 2023 Legislature and was granted. We continue to work with MMB on the grant agreement language as of 11/2/2023.
►2021 BWSR Water Quality & Storage Grant: Area II completed the Custer 10 Grade Stabilization (Lyon County) in September 2023. The project was awarded $94,724 for 75% of the construction, engineering and wetland mitigation (0.23 credits). Due to the unavailability of concrete pipe in 2022, construction was delayed until Summer 2023.
►2023 BWSR Water Quality & Storage Grants: Area II applied and was granted full funding for 2 new retention projects: Alta Vista 27 Road Retention – Lincoln County, and Redwood Falls 8/9 Grade Stabilization/Terraces – Redwood County. A total of $727,027.00 was received for both projects. The Redwood Falls 8/9 project should be completed by December 2023.
► Yellow Medicine One Watershed One Plan (1W1P): Area II continues to assist with attaining the 1,000 acre-feet of floodwater storage goal within 10 years.
► Lac qui Parle-Yellow Bank 1W1P: Area II is participating member of this ongoing planning effort. The Plan is being approved by BWSR soon, and implementation funds awarded Spring 2023.
► Cottonwood-Middle Minnesota 1W1P: Planning efforts began in 2023 with Area II being a member of the Memorandum of Agreement.
► Lake Shaokatan Outlet Restoration: Area II is providing surveying and engineering services to replace the outlet. Lincoln County is funding the construction which will be completed in 2023.

Area II’s biennial appropriation for FY2022 & FY2023 from the State of Minnesota was approved for $140,000/year in 2021. The appropriation is supplemented with $92,000 from the nine-county membership for administration of the joint powers organization. A similar request will be made from the 2023 Legislative Session.
The 2018 Legislature appropriated $700,000 in Bonding to Area II for floodwater retention projects (Chapter 214, Article 1, Section 9, Subdivision 3). Funding became available October 1, 2018 and will be spent entirely by the end of 2021. $1 million was sought from the 2020 Legislature. With the onset of Covid-19 and many decisions made exclusively by the Governor and leadership, Area II’s request was included as part of the DNR’s Flood Hazard Mitigation Program, and therefore no funds would come to Area II.
A $1.5 million appropriation was sought from the 2022 Legislature, however no Capital Investment bill was developed. A $1.5 million appropriation will be sought from the 2023 Legislature.

► Del Clark Lake Sediment Reduction Project: In 2021, Area II provided the engineering and construction staking and inspection for 3 sediment ponds upstream of Del Clark Lake at Canby, MN to capture sediment and nutrients. With Clean Water Funds remaining for upstream sediment-reducting projects, Area II suggested the restoration of the Fortier 24 Dam that was brought to Area II’s attention by the DNR Dam Safety Unit after a recent inspection. The remaining funds were exactly what was needed to restore this gem of a project located southwest of Canby. The LQP-YB Watershed District can now close out their grant.
► Lake Shaokatan Outlet Restoration: Area II is providing surveying and engineering services to replace the outlet in similar fashion to Lake Benton’s outlet. Lincoln County plans to provide the funding for the construction.
